Dear Governor Lee:

We respectfully write to you as a fellow Christian to implore you to intervene to address and mitigate the profound harm caused by the recent suspension of federal SNAP benefits across Tennessee.

We are thankful that the federal government has now reopened, but the effects of the absence of SNAP benefits on nearly 700,000 low-income Tennesseans of all ages will linger. These individuals include our congregants, our neighbors, and the families that we serve from our churches’ food pantries and through our feeding programs.

The suspension of this vital assistance has inflicted grave and long-lasting, irreparable harms upon our communities. While we and Tennesseans of all faiths and backgrounds are doing all that we can to meet the need, only immediate and committed state action will mitigate the widespread suffering. We are haunted by the realization that, for many, the harms will be enduring. The experience of hunger traumatizes children, with potentially lifelong effects on their health and ability to realize their God-given potential.

We appreciate what you have done through the Governor’s Faith-Based and Community Initiative and the $5 million in TennCare funds that you have sent to food banks. However, given the historic length of the disruption and the $145 million gap left by the federal failure to issue November SNAP benefits, families are already going hungry and food pantries are stretched thin.

Thanks to your stewardship and that of our state’s other leaders, Tennessee’s $2.2 billion Rainy Day Fund is among the healthiest in the nation, and the state is also able to make use of surplus TennCare funds. We respectfully urge you to commit to using available state funds to ensure that Tennessee families receive immediate and sustained state assistance to fully mitigate the damage done during the SNAP suspension.

To achieve this mitigation, we urge the state to follow the example of Virginia, Louisiana, and other states by temporarily filling the financial gap. State assistance is necessary because the shelf-stable foods that our churches and other food pantries typically provide are not adequate to provide the comprehensive nutrition needed, especially for people with special health care needs.

Fortunately, when it established the Tennessee Summer Nutrition Initiative last summer in fifteen rural counties, the Department of Human Services created the mechanism to supplement federal SNAP benefits by adding state-funded nutrition assistance to families’ existing SNAP EBT cards. We urge you to use this mechanism to get full nutritional support to affected families. If DHS finds that it is likely that federal assistance will soon be distributed, we recommend that you send state funds to immediately replenish and expand the capacity of food banks to meet the demand.

In either event, our plea is that Tennessee will commit to addressing the lingering and traumatic effects of the suspension and act immediately to address Tennessee families’ nutrition crisis. We hope that you will agree that is the right thing to do.
